PM: No constitutional changes unless two conditions are met

Skopje, 15 December 2025 (MIA) — The government will not begin the constitutional amendments process required by the European Union unless two key conditions are met, Prime Minister Hristijan Mickoski said in a TV appearance Monday evening.
"First, we need to get clear guarantees from the European Council, in the form of conclusions, that the Macedonian identity and the Macedonian language are inviolable and that when Macedonia becomes part of the EU, the Macedonian language will be official. Also, the process must be conducted on the basis of the Copenhagen criteria, without any new bilateral issues," Mickoski said in an interview with Sitel TV.
The second condition, according to the Macedonian PM, is for Bulgaria to meet its own legal obligations.
"If we are delivering on capitulations by previous politicians, then at least one thing needs to be fulfilled – the registration of non-governmental organizations, such as OMO Ilinden Pirin, in accordance with the 14 judgments of the European Court of Human Rights," he said.
Mickoski added that he would not accept a negotiations process without the certainty of a successful ending.
"The citizens are frustrated," he said. "We have given a lot for integration: our name, flag, banknotes; made several changes to our Constitution. Every time a condition is met, there is a new one. I can no longer expose myself to such things."
The prime minister also said there had been initiatives from influential EU member states to arrange meetings with Bulgaria at the bilateral level, but they were unsuccessful.
"There was no response from the other side," Mickoski said. mr/
