Toshkovski: MoI successfully concludes OSCE-led project on hybrid education system
- The Ministry of Interior (MoI) on Monday officially concluded the project "Building a Hybrid Education System in the Ministry of Internal Affairs of the Republic of North Macedonia", which lays the foundations for a modern, sustainable and technologically advanced police training system, the MoI said in a press release.
Skopje, 15 December 2025 (MIA) - The Ministry of Interior (MoI) on Monday officially concluded the project "Building a Hybrid Education System in the Ministry of Internal Affairs of the Republic of North Macedonia", which lays the foundations for a modern, sustainable and technologically advanced police training system, the MoI said in a press release.
The project, implemented in partnership with the OSCE Mission to Skopje and financial support from the Federal Republic of Germany, the Kingdom of Norway as well as targeted support from Finland, has enabled substantial transformation in terms of professional development within the Ministry.
A modern hybrid education model was established as part of the project, combining digital tools, contemporary didactic methods and a long-term "Training of Trainers" (ToT) approach. In addition, a hybrid training program was developed, national trainers with high digital and pedagogical competencies were selected and trained, a Multimedia Training Centre was set up at Idrizovo's Training Centre, as well as a Learning Management System (LMS) that enables flexible and high-quality education.

Interior Minister Panche Toshkovski told the closing event that the results are a clear indicator of institutional maturity and commitment to ongoing investment in police knowledge and development. He pointed out that the established capacities open up opportunities for further cooperation with international partners, as well as active involvement in regional educational networks, including the Regional Association of Police Academies and Training Centres from Southeast Europe.
The Ministry of Interior extended gratitude to the OSCE Mission to Skopje, as well as to international partners for their ongoing support, highlighting that the project opens a new chapter in which hybrid education becomes an integral part of the daily functioning of the Ministry and an important tool for preparing the police for future security challenges.
