Siljanovska Davkova: Constitutional Court should have made decision to abolish ‘Balancer’ much earlier

Skopje, 10 October 2024 (MIA) – President Gordana Siljanovska Davkova said Thursday that the Constitutional Court should have made the decision to abolish the ‘Balancer’ tool much earlier because the administration is indisposed, adding that she doesn’t think the country is in a security crisis because of its abolition.

“I call on everyone to first re-read the Ohrid Framework Agreement, because they are referring to the source. It clearly says that when we talk about administration and employment, the first criterion is expertise and competence, and they say that in addition to these, the basic principle of fairness and adequate representation should be respected,” Siljanovska Davkova said in an interview with TV 21's Click Plus show. 

She added that to her personally, the term ‘balancer’ itself is also disputable. 

“The term balancer is disputable to me, and so is the instrument. What are you balancing? If you are balancing both expertise and competence and fair representation, that's fine,” said Siljanovska Davkova. 

She pointed out that it is impermissible for people to write in another nationality, just to get a job.

“It cannot be an occupation to be a Macedonian, a Turk, a Roma, a Vlach… and it is not right, if we are to have adequate representation, to face a phenomenon where people declare themselves as currently needed for a day, a week or a year, and why – just to get a job,” Siljanovska Davkova noted. 

She said the administration is indisposed because of the ‘Balancer’. 

“Everyone has directors, managers... we have even become unrecognizable or non-standard to the extent that after every election it is openly said that this and that ambassador post belongs to this and that party… We have no awareness of any illegality. And now the Constitutional Court, because it is the guardian of the Constitution and the laws, reminded us of that, rightly referring to the screening because the x-ray shows that we are indisposed in terms of the administration,” Siljanovska Davkova said.
