Parliament decides on reallocation of unused Budget funds
Skopje, 1 November 2022 (MIA) – The Parliament decided Tuesday to reallocate funds among Budget beneficiaries and among funds. Unused funds by state institutions are reallocated for other purposes and to secure additional funds where necessary. The funds will be reallocated to Power Plants of North Macedonia (ESM) for energy production, for regular financing of political parties, financial support of Railways-Transport, adaptation of technological-industrial development zones, measures to eliminate African swine fever, electricity for Lake Dojran hydro-system, and procurement of waste management technology. The reallocation will also ensure more funds for block grants from VAT revenues to municipalities. The funds have been secured by way of savings through decreased expenditures among certain Budget beneficiaries and poor realization of capital expenditures. Earlier, MPs voted on the adoption of the law ratifying the Framework Agreement on Financial Partnership between the European Commission and the Republic of North Macedonia, over implementation of the Instrument for Pre-Accession Assistance (IPA) III for period 2021-2027. Deputy PM for European Affairs Bojan Marichikj said in the elaboration that the framework agreement opens the path for the signing of the IPA III Financial Agreements, including the one for 2021. “This financial agreement must be signed by the end of this year, otherwise we will lose the opportunity to utilize more than EUR 100 million of already defined projects,” said Deputy PM Marichikj. He explained that the projects are financed according to the blending principle, namely an IPA grant and loans from international financial institutions such as the European Investment Bank (EIB), European Bank for Reconstruction and Development (EBRD), the Council of Europe Development Bank (CEB), the French Development Agency (AFD) etc. “We are investing efforts towards using all European funds to the maximum for development and the well-being of citizens. These funds will be even larger and more accessible as we get closer to the EU. With this, we are accelerating the reforms that are needed in the Union accession process, and citizens will feel its benefits,” added Marichikj.
