Osmani expects to meet with Genchovska tomorrow
Skopje, 9 June 2022 (MIA) – It is unacceptable to have the issues related to the history commission included in the country’s EU accession negotiating framework, Foreign Minister Bujar Osmani said, adding that he expects to meet with his Bulgarian counterpart Teodora Genchovska on Friday. In an interview with Kanal 5 TV on Thursday, Osmani said talks with Genchovska over the past weekend were good and constructive. “We agreed on the way to implement the agreement with Bulgaria, without going into the content,” said Osmani. The Minister added that the two “communicated in detail” and discussed about all issues, i.e. the four issues of the package, noting progress and understanding. “We had differences over certain issues, and decided to come back to them after additional coordination,” Osmani said. Osmani pointed out they are not defining the content of the solution, but the form of the solution. “What we agreed on Saturday was how to implement decisions after they are reached by the commission,” said Osmani. He noted that a paragraph has been agreed on that the two countries establish an institution to monitor hate speech, adding that though he insisted that such institution be specified, it was agreed that it will be the two foreign ministries who do that. Commenting on Wednesday’s statement by Bulgarian Prime Minister Kiril Petkov that there has been a proposal for the first intergovernmental conference to be held after Bulgarians are included in the country’s Constitution, Osmani said the Bulgarian PM was correct when he said “however, there’s no agreement on that” because, Osmani stressed, that is unacceptable for the country. “To us, the sequencing of the steps should be in the opposite way. We have no doubts that this should be completed, but in terms of the steps it should be the reverse process. We believe that the negotiating framework should go together with the first intergovernmental conference, and then go into the process of constitutional changes,” Osmani pointed out. According to the Foreign Minister, Bulgaria has the right to block the process on any arguments. “So, it is important for us to agree what will be included in the negotiating framework as preconditions in the process and unblock the negotiations,” Osmani said. As regards Petkov’s statement that the veto will be lifted when the EU guarantees Bulgaria’s three demands, Osmani pointed out he wouldn’t take as reference Sofia’s views expressed on Wednesday and Thursday because there’s “too much political dynamics” in that country. Osmani said he would refrain from commenting, so as “not to thwart anything in the last days before the EU leaders Summit.” “I didn’t expect this situation in the Bulgarian government. I had other sources of information that things are not running so smoothly. I’ve been a minister for a year and a half, if there’s a new minister, it will be the fourth minister I will talk to. However, it doesn’t contribute to maintaining the dynamics, everything will need to start over,”Osmani said, adding that Genchovska’s resignation makes things more difficult. According to him, efforts should continue to try and make the most of this period until the EU summit. “I expect that tomorrow things will be clearer in terms of next steps. I will establish communication tomorrow to see how to proceed in the next days,” Osmani added.
