Kovachevski: Constitution is amended by constitutional procedure
Kichevo, 6 April 2022 (MIA) – Prime Minister Dimitar Kovachevski said that everything that will mean improving the relations between the citizens and the state will be a good basis to amend the Constitution, underscoring that EU membership ensures all citizens to be equal and that decisions should be made in achieving this objective. During Wednesday's visit to Kichevo, responding to reporter’s question whether following census results a constitutional change is possible after the call of the Albanian parties to change 20 percent mentioned in the Constitution, primarily in the part of the use of language, Kovachevski said that it is regulated by the Law on the Use of Languages, and that the procedure for constitutional changes envisages opening up a debate in the Parliament between the political parties, after which the experts would be involved. “We are a country in Europe that has raised the rights of the smaller communities, of all the communities in the country, on the highest pedestal. Confirmation of that is that country has a Ministry of Political System and Inter-Community Relations, an Agency for Languages, etc., all those institutions ensure equality and representation of all citizens regardless of language spoken and ethnic origin. In regard to the Constitution, he said that normally, there are such calls. The Constitution is amended with a constitutional procedure, which means that the Parliament should open up a discussion, first between the political parties, and then experts are included,” Kovachevski said. Everything that will mean improving the relations between all citizens and the state, as a basis for personal and professional development of every citizen regardless of spoken language and ethnic origin, will be a good basis for any changes of the Constitution, Kovachevski added. He also underlined that the EU membership ensures all citizens to be equal and that decisions should be made in achieving this objective. “The goal of every country that wants to be fully integrated in the EU, and we as a country, especially as politicians and representatives of political parties, above all, the coalition partners in the government, we know clearly that one day when we join the EU, then all citizens will be equal citizens both of the Republic of North Macedonia and the European Union,” Kovachevski said, adding that decisions should be made in achieving this objective. Kovachevski also underlined “as a country we have made difficult decisions thanks to which we joined NATO and we have good relations with our neighbours." Politicians should make decisions that will not only depend on their personal rating for the next elections, but also make decisions on which the prosperous future of all citizens in the years ahead will depend," Kovachevski said.
