Fetai: Venice Commission gives positive assessment on law on adequate and fair representation
- The Law on Adequate and Fair Representation received a positive assessment from the Venice Commission, confirming that is fully aligned with European standards and democratic values, according to the Office of the Deputy Prime Minister for Good Governance Policies, Arben Fetai, who headed the delegation alongside constitutional law professors Prof. Dr. Tanja Karakamisheva-Jovanovska and Prof. Dr. Jeton Shasivari.
Skopje, 12 December 2025 (MIA) – The Law on Adequate and Fair Representation received a positive assessment from the Venice Commission, confirming that is fully aligned with European standards and democratic values, according to the Office of the Deputy Prime Minister for Good Governance Policies, Arben Fetai, who headed the delegation alongside constitutional law professors Prof. Dr. Tanja Karakamisheva-Jovanovska and Prof. Dr. Jeton Shasivari.
This law will ensure a fair balance between the merit-based system and adherence to professional standards on the one hand, and the principle of fair representation of citizens belonging to all communities on the other.

“The law enables fair inclusion in employment within state authorities and other public institutions at all levels, without compromising quality and professionalism. Declaring one’s ethnic affiliation is entirely voluntary and carries no negative consequences for the exercise of citizens’ rights, in accordance with international human rights and non-discrimination standards. Alongside the voluntary declaration of ethnic affiliation, the law also provides for material evidence from ID cards and other official public documents, in order to prevent possible abuses of self-identification,” Fetai’s Office said.

According to the press release, this legal solution reinforces institutional integrity, inclusiveness, and citizens’ confidence in the system, through planned and depoliticized management and the implementation of European standards of good governance.
