US officials report progress on security guarantees for Ukraine

Berlin/Washington, 15 December 2025 (dpa/MIA) - There has been progress on possible security guarantees for Ukraine in the struggle to achieve peace in the Russian war on its neighbour, US sources said Monday.

After hours of discussions in Berlin with the Ukrainian side, a security package has been further developed, which includes provisions modelled on Article 5 of the NATO treaty, said a senior US official.

It also encompasses measures for monitoring and conflict prevention to ensure the Ukrainian population feels safe. According to the official, this does not amount to a US military deployment in Ukraine.

The US official added that they hope the Russians will review the plans.

Article 5 of the NATO treaty stipulates that an armed attack on one or more NATO members in Europe or North America will be considered an attack on them all.

US Special Envoy Steve Witkoff and Donald Trump's son-in-law Jared Kushner have been in Berlin since the weekend and are involved in the discussions about a possible end to the Russian war on Ukraine.
